Mdf which stands for medium fiberboard is used for many household applications such as shelves and speaker boxes. The two materials share similarities in the many uses of mdf not all composites in fact not all medium density fiberboards are created equal.

The door gasket on your dishwasher may not be sealing check that for sure. I ve read that water is the enemy of particle board and will cause it to swell. But you can easily avoid damage to raw mdf by sealing it using solvent based primers found at home improvement stores to seal the material from water damage.
Mask off the formica laminate in front. Particle board is a reconstituted wood product used to some degree in most modern day construction projects. This will soak in and hopefully glue it all back together.
Use a solvent based polyurethane exterior grade on the particle board that is crumbling. Proper storage is just as critical as the sealing process. Sealing with a good quality sanding sealer or even plain lacquer will strengthen particleboard. This not a finish sealer refer to afm hard seal afm acrylac or afm polyurseal bp. Some people do use shellac to seal the edges of mdf or particle board but it seems they apply something else as a final coat one coating of polyurethane over the dried shellac would probably work.
They prevent moisture penetration on all sides including the edges. It is is easier to work with than regular plywood or particle board. Keeping this in consideration can you put polyurethane on particle board.
